On 20 October 2026, a training event in the use of the developed Early Detection and Response (EDR) system will be held under the BOVARI project at the Firdavsi Hotel in Dushanbe, bringing together 15 representatives of 15 cities and districts of Tajikistan and two trainers. The programme combines group work on local needs and available support with practical training of trainers.

The BOVARI project is implemented by Search for Common Ground jointly with the National Foundation “Шоҳроҳи абрешим шоҳроҳи ваҳдат”, with the support of the Prosecutor General’s Office of the Republic of Tajikistan.

The TAHLIL Research and Analysis Centre has been entrusted with developing the EDR mechanism. The Centre’s contribution combines analytical and methodological work, from defining how the mechanism operates and clarifying participants’ roles to preparing practical tools and training participants in their use. Particular attention is given to information verification, confidentiality and feedback. This work helps translate expert knowledge into clear, practical solutions for local practitioners.

During the morning sessions, participants will discuss observable changes in local communities, signs of tension and available forms of support. Small-group exercises will focus on developing and conducting an initial review of local indicators, clarifying observations and identifying safe responses.

The afternoon will be dedicated to training trainers in the use of EDR. Sessions will cover the purpose and structure of the mechanism, participants’ roles, working forms, information recording and verification, confidentiality and feedback. Participants will examine a training scenario and practise delivering selected parts of a session.

The training aims to prepare trainers to work with members of local advisory groups on preventing violent extremism during the second round of regional roundtables.

Date and venue: 20 October 2026, Firdavsi Hotel, 2/1 Sh. Huseynzoda Street, Dushanbe.

Event time: 09:00–16:00. EDR training of trainers: 14:00–16:00.
